Thankfully, Autodesk still allows you to download a non-commercial version here. Since the eagle2fritzing program uses Eagle during the conversion process, you will need to install it. I will say last time I tried Eagle it was very unintuitive. That’s a really interesting software suite now (I’m a huge fan of Fusion360 already), but that’s for another post. Since most of the guides for installing eagle2fritzing have been written, Eagle has been acquired by AutoDesk.
